Stakeholder Commentary

The federal government's call for public submissions in 2001 on the issues laid out in the Consultation Paper on Digital Copyright Issues solicited over 700 responses from a wide range of interested citizens, industry lobby groups, and public interest organizations. The government also issued a summary of these submissions.

This section attempts to summarize the various positions of these stakeholder groups on the key digital copyright issues, which are divided into five categories:

  • The culture industries
  • The software industry
  • Copyright holders/creators
  • Educators and librarians
  • Public Interest organizations

The positions taken on various issues is by no means uniform across each group but general patterns can be drawn from each stakeholder group. Though many have commented on various issues of copyright reform, this section will highlight those related specifically to the digital copyright issues identified in the Copyright Reform section; namely, the making available right, legal protection of technological measures, legal protection of rights management information, and ISP liability.
